Kāinga Ora - Tonar Street Stormwater Development, Northcote

Kāinga Ora are responsible for delivering large scale developments, including affordable and market housing, as well as a complex build programme on sites that are changing communities across New Zealand. As part of the Kāinga Ora Northcote Development, Kāinga Ora are replacing 300 existing state houses and delivering more than 1,650 new warm, dry, homes in their place.


In order to aid this growth and to prevent flooding in large storm events, the Stormwater network in the entire Northcote precinct required replacement and upgrade. This was a precinct wide bulk infrastructure upgrade project needed to facilitate the new houses/apartments.


TOBA Projects are an integral part of the Kāinga Ora Project Management team since the Alliance’s inception in 2019, and on this project have provided a full suite of Client-side Project Management and Infrastructure Management services to Kāinga Ora from design, Alliance TOC (Target Outturn Cost) development, Resource Consent and EPA lodgement, and construction and closeout phases.


The Tonar Street SW Pipeline project involved the installation of a new 2.1m diameter SW line under the sports fields on the Hato Petera Grounds. The project also required pipe grouting the old derelict line in the adjacent fully occupied Holiday Park site.


The pipe was 200m long and ran 7-8m underground and the outlet discharged into the Akoranga Reserve and Hillcrest Creek.


It was a complex project where the pipe was installed by Piritahi (an alliance delivery partner of Kāinga Ora) using a Tunnel Boring Machine, and required extensive negotiations and communications with the local stakeholders and owners of the land.


Safety was paramount through all aspects of delivery especially with the nature of the high risk works and working environment.
